You need to go to the southern part of Felsoul Hold, to the area where the world quest marker appears on the actual map. There you will find the green fel orbs.
that you need to target and use the quest item on. You do not need to target them anymore, just stand nearby and use the quest item, and the withered will target the orb automatically. They seem to hover above the green lava in the area. If your withered has been "used up", new ones will spawn quickly. I got the world quest popping up as soon as I stepped across the northern edge of Felsoul Hold, and at first I couldn't figure what to do because there didn't seem to be any orbs up there.
For the confused (like me)...
This WQ requires you to run around Felsoul Hold, looking for floating green fel orbs. You target an orb, then use the item to douse the Withered in fel energy. Each orb will douse 3 Withered, meaning you need to find 3 orbs to be done.
Not hard, just very not self-explanatory, at least to me.
To be clear on this you get a purple Orb, looks like a wisp, in your bags so look for it. Target a green Fel orb and then click the purple orb from you bag. I did it with 3 Fel Orbs and was done.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #680 32.9 80.1Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Suramar, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Suramar:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
