It was somewhat vexing to me that Millhouse was all "You must be the one I've been hearing so much about" when he spent nearly two years as my garrison follower in Draenor, but I'll just chalk that up to some combination of Draenor being on an alternate timeway, his self-obsession, and him being completely off his nut.
Edit, with some info that is hopefully more useful than my initial comment:
After completing this quest Millhouse will be back at the mage class hall offering Champion: Millhouse Manastorm, which results in him becoming your champion, [champion=723]. His unique ability, [mission-ability=549], is kind of a mixed bag, extending my ongoing love-but-sometimes-hate relationship with Millhouse. It gives a significant boost to success chance, pushing some missions for me to nearly 200% and practically guaranteeing the bonus. The penalty of doubling mission duration, though, really hurts for the already long high-value missions. Sometimes I find myself opting instead for lower bonus chances by booting him from the party, just to not have it take so long. I'm contemplating benching him in favour of [champion=725] once I've kind of maxed out special stuff from missions, since Garrison Mission Master is telling me he will often give solid success chances.
This page (the one your reading right now) has some peculiar information about the quest, notably that it seems to complete all over the world, and that stages 3 and 4 of the chain are alliance-only while 6 through 8 are horde-only. The first issue is easily explainable with it being turned in to the Archmage Kalec hologram that is summoned wherever you are, but I have no idea why the different stages are tagged as faction-specific.

Millhouse Manastorm has been quite vociferous about his intention to acquire the Nightborne Soulstone. If you find him, you may as well make use of him. However, he is unpredictable at best and you should always watch your back around him, {name}. Use my crystal to contact me once you have located him.
