TheWoWDBI think patch 8.1 bugged this one, there is NOTHING.. and I mean absolutely NOTHING in the entire bay area, in or out of the bay water.. not even NPC fish.. nothing..

If you arrive in the area and there is nothing to kill, it means you are in the middle of the Jaina questline that starts with "To Anglepoint". You must complete the entire quest chain, INCLUDING "War Marches On" (returning to Wyrnbane in Boralus), to get the area back to normal and do the World Quest.
You have to complete the Jaina questline, including returning to Wyrnbane in Boralus to get the phase back to normal.
