There are 2-3 bags around each pillar of whiteish earth. Just circle them and finish this quest quickly.

To clarify: Search around the clusters of large, white mushrooms. Near the bottom of the shrooms you can find small, white bags containing orange powder that can be tricky to see unless you're close to them. :)
