TheWoWDBYou get this quest from Dothenos when you hit Valdrakken Addord rank 14. I was super excited about getting this and realized that I should probably pay more attention to the Renown rewards!
Edit: So, with comments being left on here I will come back and update this post to try to be helpful! At the time that I posted the original comment, content was being trickled out weekly. That means that many people were probably rank 14 when this quest was made available. However, it DOES seem to be part of the renown still for Valdrakken Accord. Alts can probably get it at a different renown, and I am seeing different rewards for other characters. My hunter originally got the quest when I hit Renown 14 with Valdrakken Accord, and that WAS a thing back when it was implemented. However, now I'm not positive it is rank 14 since all of the changes.
The only thing we can be semi sure of is that it IS related to Valdrakken Accord! I know that I can get quests and items on alts at lower ranks because my main has completed so much. You can check your rewards from each renown to see if it's coming up for you, or just focus on Valdrakken Accord and you should get it!

I am Valdrakken accord rank 9 and I get it.
I am R15, and the NPC has the same quest listed twice. He did not offer it last week when I was R14, so there is apparently some other trigger. (I was able to complete both copies of the quest, and have 2 of the Notebook rewards in my bags.) Sorry: 1 was for BS and one was for Mining.
