The circle is in the right place. When you get there, look to your right for a set of stairs. Go up the stairs, then turn left to go across the bridge. The bunker is in the tower at the end of the bridge, go up the stairs into the room and push the red button.

Could not find the bunker at the questmark but found it on the wall, more north at (24,61). Turn yourself into a mine at the start and walk there, using invisibility (button 2) to avoid the guards. Walk inside and blow it up. Screenshot should be added of the bunker.

Hadn't done this in some time, so when I tried today I got stuck. You have to collect 8 parts. That is "easy". After that, go to the control box near where you landed at the start of the WQ. That turns you into a walking mine. Now proceed to the tower. Use button 2 to stealth. Button 3 is used once you are inside the tower.
