Not sure on the exact conditions but having choosen the Darkwing Aggressor each day I seem to be getting a new ability each day.
Correct, that's because you're training them. Each day they "level up" and get new abilities, up to 6 abilities I believe. You'll also notice a visual change in the trainees as well, getting bigger and more armored. It's kind of neat actually.
