TheWoWDBWhoops, figured it out. Turns out you are expected to loot the mobs in the area on previous quests I guess. They will drop an item “Supply Chain Memo” which starts this quest. Of course I haven’t been looting because legacy expansion and all… (Also misinterpreted Sipder2's helpful comment here.)

Having a problem accepting this quest in 2025 on a level 80 character with max renown (trying to go back for meta achieve). The quest icon for "Disrupting the Chain" is showing on my main map, but not on my minimap. Completely unable to find the questgiver at the location at all. Cannot progress as I can't even accept the quest. These are the things I've tried: reload UI, logout/login, close/reopen game, zone out/zone in, wait for reset to see if anything has changed. The only addon I have enabled for this character is TomTom. Haven't found any solutions online yet.
Weirdly, Wowhead doesn't even list a "Start" point for this quest, where it would usually show the questgiver name.
I suspected there might have been some kind of RP that hadn't triggered, but nothing happens when I try to interact with Draka and Renathal at 56.25,66.62. I've had an issue with some other quests in Shadowlands where I need to fly away, dismount, and walk towards the map location (e.g. questgiver) because the quests were not designed with flight in mind I guess so the phasing triggers don't work quite right when you're zooming around with dynamic flight or if you're approaching from an unexpected angle. Tried doing that here but nothing triggers.

From the desk of the Tithelord: All supply carriages must re-route to Stonevigil for collection assistance. Once complete, you may resume your regularly scheduled routes.
