There has to be some kind of trick to this guy. He hits way too hard for a leveling quest.
I'm guessing there's a bug and all the dredgers that are hitting him with rocks are actually supposed to help in some way.
The turn in for this is Foreman Scug and he is below the Stonevigil Overlook area with all the hostile NPC's and inside a building within Feeder's Thicket below.
Looking at the map, there is a small path going South-West at coords 60,68 leading to the quest marker. This is what you should focus on getting to him.
Anyone without coords or further help - It's the short path below the A and R in Darkhaven on your map going South-West.
I forgot where I picked this quest up so had a hard time finding him again.
