I suggest that the person who made this quest doesn't get his monthly paycheck and when he asks where is it just say it didn't drop / low chance try again next month, what this type of quest creates is CROWD of POEPLE! U already have scarce supply of mobs spread out thin and than u put low drop chance so ppl stay on quest longer and every mob is targeted and downed in matter of sec after spawn.
World/Daily quests have such a bizarre range. This one with mobs you don't need clustered around those you do and a horrible drop rate, or the one in Thaldrazus where people were doing laps trying to find a water elemental, or the basketball. And then at the other extreme you pick up 5 rocks in the Waking Shore and turn them into a nearby crystal. Or fly around a tower and "grab" packages, or complete a quick race, or kill one mob.

I've heard words on the wind of outsiders allying with Clan Nokhud in an effort to defeat our dragon neighbors. These Primalists are a blight on the plains of our ancestors. Slay them, and bring me the cores of the elementals they command.
