If you are having trouble dropping the fish on your dragonriding mount over the very small area, you can hover in place on a standard flying mount and drop them as long as you have Dragon Isles Pathfinder. It also helps to keybind your extra action button in the keybind settings (I use R for mine).
Worked for me. Dragonriding slowly flying down and clicking the button rapidly

They say, these watering holes were stocked with fish when the dragons soaring overhead dropped them! Can you believe it? Maybe you and your drake could give it a try?
