This appears to be undoable if you are on We'll Cross that Bridge
Unfortunately the two quest chains put up blocks that interfere with objectives of the other.
You will need to complete the other chain first, at least the parts on the bridge.They are so tangled that one of the Warding Firestones is actually inside the Dream Locus making it look like the Dream Locus is an interaction target

Here's what I had to do to get this POS quest and We'll Cross that Bridge to work properly when the Frostdrake is permanently stunned and can't be hit
- Abandon Call of the Dream if you haven't already - IMHO the likely culprit to this whole quest line being bugged as eff
- Abandon both We'll Cross that Bridge and Dousing the Wards quest
- Leave the area and fly back - I specifically Hearthed and flew back after doing Auction house stuff
- Accept the quest We'll Cross that Bridge and do not accept Dousing the Wards yet
- Confirm that the Frostdrake is no longer stunned and is performing a gust attack
- Complete We'll Cross that Bridge items and then you can now accept Dousing the Wards - NOTE: The 4th ward I had issues with is actually hidden within the Dream Locus orb and I had to click above it as you can see the tip of the ward
I accepted Call of the Dream after this was done but I'm sure it'll break more quests

What to do
Description
Fyrakk and Vyranoth are already here. I spotted them near the overlook at the northeastern edge of Lunedane. Landing close to their location would reveal our presence, thus we are forced to begin our mission here. However, the bridge connecting this area to the overlook has been protected with fire magic. We will not be able to break through it. Fyrakk's Primalist allies appear to be maintaining the fire using wards set up around this area. If we destroy the wards, the fire should subside.
