According to wowhead these guys are neutral, but they are hostile to me (undead). Also, for you caster classes they have a wicked mana burn ability so try not to take on more than one at a time.
I did this last night. This quest is a royal Pain. I'm not lying at all here, these are exact numbers.

Killing 'Fey Drakes' at The Living Grove. I was not in a raid group or anything to hinder it.
Dusts needed: 4
Fey Drakes slain: 186Statistically i was getting 1 Dust per 47 fey drakes, but the last one took me the majority of these killing. I was sitting at 3/4 for 107 fey drake kills.
Unless you are feeling lucky, i don't really recommend this quest, the droprate is absolutely obscene, in my experience.

Description
The Alliance has recently moved in to the west, using their elven magics to grow a town and grove in a short matter of time. We must keep their defenses weak so that they do not also grow a spine. I have a plan that will do that and more. I want you to traverse the bridge to the southwest, which crosses over Bloodmaul Ravine and leads into the Living Grove. Attack their fey drake defenses in the Living Grove and bring back the magical dust that sometimes can be found upon their wings.

The Thunderlord were once a proud orc clan before they were transformed into fel orcs through the blood of Mannoroth. Recently we recovered this orc stronghold from the ogres that infest the ravine below. They had moved in when the Thunderlord clan abandoned it.
