The treasure hunters spread all around this world quest area aren't just hostile to Horde, they will flag you for pvp if they aggro.
Which is honestly wonderful if you're someone who deliberately turned off War Mode and never went near alliance settlements specifically to avoid PvP.

August 30th Hotfixes: Treasure Hunters around Deadwash will no longer inadvertently flag Horde players for PvP.
