The coins come from a slightly larger area than just immediately around the sign. If you see sparkles in the vicinity, that's indicating there's coins. It was fairly easy to get all 60 once I noticed that, instead of the 2-3 from using the magnet near the sign.

SPARKLES! Use the item on the sparkles near the signs. Using the quest item on the sign will get you 0-2 coins. Using on the sparkles will get you 3-5. There are multiple sparkles per sign.
It is helpful if you run in a circle around the sign and spam the magnet since the coins are in the general area and not just directly beneath the sign. Currently on the alpha it seems that the coins are shared across players, so if somebody has just gotten coins from a spot you may not be able to, until they respawn.

Description
My last time in Tol Barad I had to leave in a big hurry, but I grabbed a few gadgets on the way out. This device is one of my favorites, so don't break it! It'll suck the treasure right out of the mud. It may make you tingle some, that's just the radiation. Find lost coins using the metal collector near the signs I've placed.
