Today it worked to tame a ram but only after doing this
- Stand close to the ram
- Turn off any damage on attack buffs (like Retribution Aura)
- Click the collar then WAIT. (so NO moving / casting / turning more then your field of view of the ram)
- When you use it there will be hearts above both you and the ram and you WILL be attacked (the ram doesn't hit hard) and it will take some time for the taming to be complete. There will be NO casting/channeling bar however.
- At a certain point the mount will become Friendly (not neutral) and you can go back to the stables.
You can mount up and ride ahead, when it gets back to far it will teleport to you.

At the time of my post, this quest is no longer doable, as the item provided cannot be used in PvP instances despite only appearing in your inventory within Alterac Valley

Description
Just look at the stables, {name}! Empty! The Stormpike Brigade has no rams to ride - the cavalry is defunct. You must help us, soldier. Take this training collar and enter the wilds of this valley. Locate the Alterac rams that roam throughout the area and use the collar to snare one. When you have captured a ram, return it to me and I shall place it in our stable. When we have enough rams, the ram rider commander will be notifed. With your help, the cavalry will be reborn!
