Getting to Rank 3: After completing Seeking More Knowledge to acquire [spell=252447], continue harvesting Anchor Weed in the wild until you proc the quest Enormous Anchor Pod. THEN return to [npc=136096], turn it in & receive More Anchor Pods which rewards rank 3.
Enormous Anchor Pod quest can be started in any zone from [item=160035].
[item=160035] has a chance to drop from any Anchor Weed node.
You need to bring this item back to herbalism trainer in Boralus.
I was able to take it after ~120 level of profession skill.Recommended farm spot is Stormsong Valley or Nazmir. Follow the with sand shore.
