So, I couldn't see any mud piles after receiving this quest (60 /150 kul tiran herbalism). I came here looking for answers, found none. Stopped for a bio break, when I came back, the mud piles had spawned.
TLDR: If you don't see mud piles, wait for awhile. They'll spawn in maybe 5min or so.

To plant the seed you need to click on the highlighted piles of mud along the river banks. I acquired this quest when I had 50 herbalism and I couldn't see the piles; I returned later when my herbalism was 108 and I could see them without any problem. Not sure whether it was a glitch or there's a minimal herbalism level required not just to start the quest but also to progress it (which sounds silly).

Description
With everything that's been happening over in Drustvar, there's been a sudden surge of wildlife in the sound. Normally, I wouldn't care, but they've been eating all the riverbud! If things don't improve soon, we could try thinning their numbers so they don't consume everything, but I'll consider that the last resort. Instead, could you go plant some of these seeds to produce additional food for them?

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
