I'm so glad you enjoy my food. Are you interested in the recipes? If so, you should learn them properly, from my teachers in Halfhill Market. Everything I know about the kitchen, I learned from them.

Say, if you happen to pass through there, would you deliver this note to Sungshin Ironpaw for me? She was my favorite teacher, and I want her to know that I miss her.

As of today, although the quest indicates a minimum of lv.85, to pick this up on live server you need to be lv.86 at least.
Completing the quest So you want to Be a Chef... does not qualify a lv.85 toon to get it, as this quest is irrelevant to quests at Half Hill. And you can start questing in Half Hill to get access to farm, then come back later to pick this quest up for a free token.

Halfhill Market is in the Valley of the Four Winds and handily as it's own flight path (which the quest objective happens to be standing next to)..
