Everything I Know About Cooking

Requires level 86. The quest link to Dawn's Blossom is not actually necessary. I put questing on hold right before the SI:7 quests where they tell you about what happened during scouting, then did dungeons and bgs til 86 to test this. Perhaps someone who has only done the intro to Pandaria quest to arrive and got to 86 without further questing can tell us how much further questing is needed, if any.

You also need to be level 86. I was 85 and had finished all prereqs and was not offered the quest. I went and picked a few herbs to ding 86 and when I went back the quest was available.

You need to do all the quests at Grookin Hill and you get the quest "Dawn's Blossom". You can then pick up this quest. If you just come to Down's Blossom, Chin won't offer you this quest.
