Fast Expansion is an Alliance-only quest for level 10-40 in Shadowmoon Valley. It rewards 2,750 experience and money.
Greetings, Commander.
I am here on behalf of architect Baros Alexston.
We have gathered enough resources for the next phase of expansion.
He wishes to speak to you at your earliest convenience.

If you leveled Garrison to level 2 already, this "breadcrumb" is still available.
(i.e. you can finish Bigger is Better before this)
Though it's quite funny that Scout Valdez stands just several feet away from Baron Alexson lol
If you finish Escape from Shaz'gul and dont have this quest available, check to see if The Clarity Elixer has been done. Its possible to start the Going Undercover without completing the previous in the chain.
If the quest giver is not showing up for you. Try at your garrison in your town hall.
