This guy's primary job is blueprints, it's the first day, and there's one lying around at the end of the docks? Even worse, he knows about it and sends ME to go and get it?
I would say the plans are more in the middle of the dock than at the end. On the table, as Alfa said, just under a hanging crane.

Description
Commander, our fleet is going to require some custom naval equipment if we hope to stand a chance in this war. Find Salty Jorren down at the docks, he should be able to help us out.
