With flying being added to Draenor accountwide, I thought I'd take a shortcut up to the top of the hill and wait for Velen to come to me.
DO NOT DO THIS.
If you fly up to the top of the hill, Velen will despawn and you won't be able to establish your Garrison, he'll also disappear from the bottom of the hill, you'll be stuck.
I worked around this issue by abandoning the quest, going back to Stormwind, going through the portal in the Mage tower again, flying through the Dark Portal manually, and it spawned me back on the shore with Velen and company. This time I stayed on the ground and didn't run ahead and was able to complete the quest.

As I write we are in the second hour of the WoD xpac. The NPC is not present to complete the quest. Abandon the quest, restart and make sure to accompany the quest qiver, without disconnecting at any time during the escort.

After completing the achievement, Welcome to Draenor, your ship takes you to the shores of Shadowmoon Valley. Speak to [npc=79206] at coords 27.0, 8.1, and accept the quest, Finding a Foothold.
1. Finding a Foothold - (Video) - Travel south, up the hilly path (path starts @ 27.4, 12.9) into Lunarfall.
• Follow it uphill to [npc=79470] at coords 28.8, 16.2, and turn in the quest Finding a Foothold. Next, accept the quest, For the Alliance!.
2. For the Alliance! - (Video) - Click on the Alliance Banner (in front of you) located at coords 29.0, 16.1.
• After [npc=79242] will open a portal to bring [npc=79243] from Stormwind. Speak to [npc=79243] (at coords 29.1, 16.2) and turn in the quest For the Alliance!, accepting next Ravenous Ravens and Looking for Lumber.
3. Looking for Lumber - (Video) - Click on the [object=230335], throughout this area of Lunarfall, to mark 8 the trees for cutting (they appear as white flags).
• The flags should be fairly obvious, but the coords that I found the flags were:
28.6, 17.2
29.1, 17.8
29.3, 19.2
29.0, 19.8
29.1, 20.1
29.6, 20.3
29.7, 19.6
29.9, 18.8• Ravenous Ravens - While completing the [object=230335], kill 6 [npc=82037] that get in your way. In all likelihood, you will end up killing a few extra [npc=82037] while you are completing the [object=230335].
• Go north to coords 29.1, 16.2, and turn in both quests to [npc=79243].
• Accept the quest Quakefist from [npc=79567] at coords 28.9, 16.4.4. Quakefist - (Video) - Travel south and go inside the tree (entrance @ coords 29.9, 20.9), and kill [npc=81360].
• Leave the tree, and travel north to coords 28.9, 16.4 and turn the quest in at [npc=79567].
