The pre-quest isn't http://www.wowhead.com/?quest=9578 - I went there and completed that quest and couldn't accept the book quest - I later went there again to complete http://www.wowhead.com/?quest=9703 and found that the quest was then available. At a guess I'd say the pre-chain to this quest is http://www.wowhead.com/?quest=9779

This questline seems odd to me, like it was abruptly cut off. Over and over Blizzard refers to an "abomination" that the blood elves made, and from what I can tell, you were supposed to face off with this monster around the same time you blow up the Vector Coil.

From what I can gather, it looks like the Blood Elves used a combination of brainwashing, fel magic, and torture to change Vindicator Saruan into some kind of terrible demon whose only purpose was to wreak havoc on Blood Watch.

Matis even eludes to my theory while under inquisition after you capture him.

I was actually looking forward to fighting Saruan when I was leveling my first draenei.

I guess Blizz does cut off a LOT of questlines though. Maybe it'll be finished one day, but looking at almost EVERY other questline they've left hanging, it's not likely. (The only questline I can think of that they've fixed was the Shady Rest Inn questline in Dustwallow.

    You have no means of identifying the corpse as Galaen with the information Morae gave you, but the clothing appears to have been torn in search of valuables. The blood elves in the area would've claimed anything of value from the wreckage, including Galaen's jeweled amulet.
