I was able to take it after ~50+ level of profession skill.You need to go south to the desert and when you see huge dynosaurus bones, use quest item.

You can get over here to pick this up as Alliance - but realize the mobs around are 120.
If you are doing this pre-120 as Alliance, be sure NOT to turn in the other quests that sent you to Zandalar.
As mobs will stop scaling once you finished the introduction quest line and you won't be able to finish this one.Strangely enough, this seemingly buggy behavior of not being able to do your quest is working as intended according to Blizzard support.

Description
Perform one additional task, and I will give you the knowledge you seek. The seeds you have are strong, but they need time until they are ready to grow. However, one must always be prepared in the desert. This sapling is mature enough to live on its own, but it is frail. It needs the dry desert winds to build static so it may bite, but until it does, it is as helpless as grass. Plant it in the desert sands, near the fallen beast south of the Brine Basin, and protect it until it can defend itself.
