If you're having issues using the scroll on the dead naga, you need to right click it from your bags not from the objective bar.
If you're still having problems - take "Auto Loot" off.

What to do
Description
You are free to rest your weary legs in our camp, but I'm afraid we have little more to offer you. Naga have driven us from our village by the sea. We can no longer fish or hunt crabs. I fear we may not survive long if we cannot take back our lagoon. But taking back the lagoon will not be enough. We must find out why the naga attacked us. What is it they are looking for? Take this ancient scroll and use it summon the spirits of the naga. They will only speak truth while under its spell.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

After this quest
Taken from the storyline's own step order.
- Hidden Motives
I do not understand why the naga would bother attacking a small fishing village. Why waste their time on our simple tribe? The naga seek power and we have none. It makes no sense! They must be after something else entirely... Search Darkwood Shoal and learn of their plans.
