The name is presumably a reference to the show "Home Improvement".
You are most likely forgetting your materials in the bank. Common materials that are used for quest items like gems or silver bars are usually stored in the bank by people for later crafting, etc. Quests in your log look at your bank as part of your inventory; and so if you have a silver bar and moss agate in the bank the quest will show both as "1/1" or complete. Hope this helps. =D
