This Elder is now OUTSIDE the Stormwind gates (where the Pilgrim's Bounty tables are when that festival is on)
For those that dunno where that it. Go to Stormwind gates and you will see the beam of light. As long as you don't go too near the gate or aggro the guards (mind the one that patrols back and forth between the gate and towards Goldshire), even low level won't have a problem getting this Elder without getting PVP'd
