TheWoWDBAs of Patch 8.1 you can complete two breadcrumb quests which lead you to Arathi.
You have to keep the order to be able to do both of them.
1. Hero's Call: Arathi Highlands! (this quest can be found on every Hero's Call Board)
2. Into Arathi (you have to complete The Battle of Thandol Span in order to accept this quest)

I see nothing wrong there - 'would that you were' is an archaic way of saying 'if only you were' or 'i wish you were.' I guess blizz thought it sounded more dwarven/scottish?
If you're on a high-level character going back and completing these, you may need to speak to [npc=141649] to change phase.

By order of his royal highness, King Anduin Wrynn, all able-bodied citizens of the Alliance are to report to Captain Nials at Refuge Pointe. Ancient Stromgarde's honor must be redeemed! Too long have ogres and criminals sullied its streets. Travel north from the Wetlands and cross the Thandol Span to reach Arathi. Follow the road to Refuge Pointe and present yourself to the captain. For the glory and honor of the Alliance!
