I just came to this area of Drustvar on one of my Alliance alts to do a quest for enchanting Tool of the Trade, and this world quest popped up twice. That is, both the Horde version & Alliance version of the quest are up for me simultaneously. I have to assume that this (like most things that ever happen in WoW these days) is a bug.
I mean, I could almost believe that it's a change due to the Warband system, but that feature has been out for a few patches already and I spread my playtime around between ALL "old" content (every noncurrent xpac, incl. every one that WQs before there were Warbands) and I've never seen this happen before, so I doubt that is the cause.
