Insurrection: An Elven Problem

Prerequisite quest: Stabilizing Suramar.

I was Exalted with the Nighfallen, had finished 11/11 in the Suramar storyline, finished Stabilizing Suramar and had finished the following Insurrection parts:Lockdown, Missing Persons and Waxing Crescent plus I didn't do any dungeons. I had been going in circles trying to find out what was next with no luck. Finally I opened a ticket and found the perquisite quest to be 'Break An Arm' given by First Arcanist Thalyssra. The one in Shal'Aran only gives out dungeon quests. As it turns out, there was another First Arcanist Thalyssra in the refugee camp but I still couldn't find her. The exclamation point for the Breaking An Arm quest was nowhere near where she actually was, main map or mini-map. After a lot of searching around I finally found her. She is with the Kirin Tor Faction on the left side of the road, facing the main gate to Suramar City. With that quest out of the way the rest are falling in line quickly.

Sadly can't be the only prereq as I've completed Stabilizing Suramar, I'm exalted with Nightfallen, and Thalyssra does not offer me this quest. I have several dungeon quests (2xArcway and 1xCourt) from her, so those are probably prereqs? EDIT: nope, did all 3, now Thalyssra offers me nothing to progress. EDIT: flew around suramar a bit and found the pick up with "Sentinel Moonshade" who had "Crystal Clearing" and "Powering Down the Portal" - so back on track now.
