To start this quest, you must first do several hours' worth of introduction quests in Suromar (starting with Khadgar in New Dalaran) before you get to this point. As a recently returned player who didn't play for nearly 15 years, all the guides skip over some seriously assumed/important knowledge/prerequisites. If you organically played this expansion at the time, I'm sure you can just go start Missing Persons to start your Nightborne allied race unlock journey, but yeah...
as of 11.0 accepting this quest is bugged, we have a bug report going for it and the other broken quests:
