I went to Shal'aran to continue this quest today ( Novemember 8th) and the quest is not there. Hopefully it'll be available soon.
there is some form of a glitch in this quest. When I hearthed to Shal'aran, the quest was unavailable, but when I entered the portal into Suramar City and immediately came back to Shal'aran, it was available. I hope this helps!
