TheWoWDBIn fact, it is only available if you don't pick up the quest in the area where Rexxar sent you. It pops up after you turn in all his previous quests if the follow up quest is still not in your quest log.
If you really aiming to complete every quest possible, don't take The Gronn Strategy before getting this one.
