As a level 80 Death Knight i just found out you need to be friendly with either the Scryers or Aldor. I went through BC content and didn't pick my faction, and being a blood elf and going aldor (for when i was leveling jc) you start at neutral. I got revered with netherwing and wasn't able to collect the quest. Just got friendly with Aldor today and was able to pick up the quest.
In short... make sure you are friendly with your faction.
Just take the flare gun to Anchorite Ceyla at the Altar of Sha'tar (62,28).

Description
Commander {name}, stand at attention! You are to take a battalion of Skybreakers and sack the Aldor outpost located northwest of our beloved Black Temple. With the Altar of Sha'tar destroyed, our lines of communication to our posts at Coilskar will once more be open. Go now! Use this flare gun to signal the Skybreakers for the attack!
