As one would assume this is also the case with the quest for the Nethercite Ore (http://www.wowhead.com/?quest=11018). If you are both herb and miner, you can only choose one or the other.
While it grows all over the ledge, you risk being battered by dragonmaw ascendants while picking it.
However, it also grows on the mainland around Dragonmaw fortress. Your orc disguise is active there, too. So the entire fortress is non-hostile and you can pick risk-free. There aren't quite enough locations to get your 40 (unless you get real lucky) but if no one else is mopping it up you can probably get half your daily take there without worry.
