Lao-fe the Slavebinder is inside the cave atop the same place where the previous quest took place. The entrance coords are 47,67 at tu-shen burial ground. Just follow the path up the mountain into the cave and kill him, pretty straight forward to complete.
He's a L91 npc with 1,630,128hp who casts [spell=126471]
If you cant find the cave's entrance, just follow the [npc=58669], as they will run directly into the cave to engage Lao-fe.
EDIT : as Nulgar stated below, once you are honored, you will be sent to the [quest=30385] if you completed The Secrets of Guo-Lai instead of getting to kill Lao-fe. However, you ll still get this daily once in a while.

Straight forward, huh? I must have missed the memo. I keep getting hit and stunned by four or five ancient mogu spirits all at once when I attack Lao-Fe. There must be some other trick that I'm missing.

You can hear the spirit of Lao-Fe, the Slavebinder shouting taunts from the cave at the top of Tu Shen Burial Mound. Defeating him will surely serve to ensure victory for the spirits of the pandaren monks.
