TheWoWDBEnter the Guo-Lai Halls and make a left (You can now go left, before you reached this point the way was blocked).
He Softfoot will be waiting there for you. Talk to him and then follow him. He will be shadowmelded, but I was not.
The Statues along the way will crumble and fall, doing a large aoe damage to the ground. If you pay attention and stay close to He Softfoot you can avoid any damage.
When he arrives at the last room, a small dialog will start. He Softfoot will disapear. Do not panic, just continue into the room. Two elites will be on the platform, listen to the dialog. They will net-trap you. You will then be teleported out of the Halls and into a cell. He Softfoot will release you from the cell.

As of the launch of Mists, the quest (along with The Battle Ring daily) is bugged. You can get through the steps of the quest, but the person you turn it in to simply is not there. The only reason I was able to get these quests was due to obtaining [item=86592] several times.
Hopefully the Dev team can jump on it quick before the masses start hitting honored. I speculate that I am one of the only people at honored this early into the expansion.
EDIT: After waiting for the daily reset, the quest ending NPC appeared at the hub and I was able to complete the quest.

I just received information from a guard stationed near the Ruins of Guo-Lai that the Shado-Tien leader entered the halls, killing two of my men in the process. They're intent on something inside. We need to stop them. He Softfoot has already followed them in. He should be waiting for you at the entrance to the western chambers. Move quickly, {name}. I don't like the thought that the mogu may be a step ahead of us.
