As always there are both sides to the story.

If you play the Horde quest chain you will find out that the Horde did not approve of this bomb at all.
In fact, when Hellscream finds out it was created and used, he dismisses warlord Krom'Gar from duty by throwing him off a cliff. But not before he gives him a speech saying no member of the Horde kills innocent druids and murders children. He tells Krom'Gar that his behaviour is without honour, and Hellscream would have never approved of it if he'd known beforehand.

Hellscream may be a warmongerer, but he still has honour, as do other members of the Horde.
Except the Forsaken, they are downright evil, and a disgrace to the Horde, as Hellscream himself finds as well.

Description

The Horde have signaled a retreat. Look now, they fall back from the field of battle - portends of disaster. We must make one final descent into Thal'darah Grove. I could not live with myself if any of our young druids were left behind. Assist me, hero. I will take the reins. You search for any druids that might be left behind. We will go when you are ready.
