So you're trying to figure out how to get the new player housing decor item that this quest rewards.
Then you should probably be aware that this quest and the entire chain leading up to it is Worgen race locked. Which means you will have to create a new Worgen toon from scratch to do this quest chain.

Contrary to the previous comment, you DO need to complete "Escape by Sea" and "Exodus" in order to unlock the gate that brings you somewhere that you can travel to the quest giver. Otherwise all the fences and such are not jumpable. This quest should be available as soon as you complete Exodus. The quest "Flank the Forsaken" is the quest that eventually brings you to where the quest giver is.
Edit: It seems like even after you complete the quest, you need to continue progressing the questline in order to eventually get out of the zone and on to the reputation vendor that sells the coop. I was level 19 by the time I finally got the coop.
I didn't get the Worgen's Chicken Coop from the quest giver, but when I looked in my Decor Catalog I saw I had it anyway.

Description
