As long as you can continuously withstand his charged beam attack, he can be soloed with mediocre gear (Guardian Druid, ~ilvl460).
Jump into the ocean behind him, range pull. Once in the water go out a little further from the shore, but stay just underwater. The arcane amplifier that spawns as a result of Charged Beam will spawn at the bottom of the ocean and stays there - out of range from it's effects.
You can just stay in one place and whack away.

[Assassination] Rogue: Easily soloable, if you stay on top of things lol. With deadly and leeching poison, ensure that you rotate Kick, Kidney shot, and if need be Cloak of Shadows every charge beam. Maintaining shiv with your leeching poison, as well as any other healing cooldowns (not necessary, but why not?). Do this, and if he starts hitting you too hard, pop evasion. Took me less than 15-30 seconds to beat this guy when I did this (I did pop my dps cooldowns: trinket, shadow blades, and vendetta). Also, make sure you kill the little mana guys next to him before pulling, makes it a hell of a lot easier. Hope this helps.

Description
Jaina thinks this battle will be easily won. I intend to show her how wrong she is! The Kirin Tor brought a weapon with them that must be destroyed. The Arcane Destroyer is a large construct capable of turning the tides of war in their favor. Destroying this monstrosity would send a very clear message to Proudmoore.
