I just received a scroll for you from Orgrimmar, <name>. It's from Feenix Arcshine, one of the mage trainers there. He wants you to meet with him at The Barracks in the Valley of Honor.

This is a Mage Only breadcrumb quest to visit Ureda, an Orgrimmar Mage Trainer.
The follow-up to this quest is The Pyromancer's Grimoire, a Blackrock Depths quest for Hood Of The Arcane Path.
It appears that this quest is not given retroactively to players who had already progressed beyond level 50 when the Shattering occured.
Actually I picked it up along with the level 20 version of this quest called An Audience with Ureda at level 85 just this evening. I was level 80 during the Shattering.
