This is a Hunter Only breadcrumb quest to visit Ormak Grimshot, an Orgrimmar Hunter Trainer.
The follow-up to this quest is The Golem Lord's Creations, a Blackrock Depths quest for Helm Of The Great Hunter.
It appears that this quest is not given retroactively to players who had already progressed beyond level 50 when the Shattering occured.
This quest is offered (at lvl 50+) by the relevant representative in each of the other three Horde capitals as follows:
Holt in Thunder Bluff, Zandine in Silvermoon, and Apolos in Undercity. For Orgrimmar you need not the breadcrumb, and can just go straight to the hand-in NPC for the next in the chain.
