"Mission Complete" could very well be a reference to a mission being "complete" as in finished successfully and without fault. It has been used for many things ranging from military operational success to personal goals being accomplished and even so far as to be used as a proud boast after sexual intercourse.

You could even say the goal to make Mission Complete is a great line was worthy of the line “Mission Complete.”
