On your map it is the middle of the map, where there is land that sticks out furthest into the ocean. I found her! Not in the cave. Further down, in Lost Riggers Cove at (72,45). Hopefully this helps someone.
Don't be like me and try and go through the caverns of time, which is what it looks like you're supposed to do from the ? on the map. Instead, find the little cave located at about (67.4, 41.5) and go in through there.

Description
We can't just rest on our laurels here, babe. We've got to keep this momentum going! People are talking about us. Unfortunately, they're also talking about this air-headed gnome, Kelsey, who's apparently been running jobs right alongside us. If we're going to drive her out of what's rightfully a goblin town, we need to seal the deal here. We're going to take care of Gadgetzan's pirate problem for them, for good.
