He can found around 45.49, 44.04. There are Gusting Vortex near by, you might need to kill them, might not. He re-spawns quickly.

Since this item is no longer available, make sure you pick up the [item=56844] from the Sang'thraze the Deflector quest line if you're going for this look via transmogs!
As of 6.0.3 Warlords of Draenor, [item=56844] is still the only currently obtainable weapon with this model.
Just completed this quest after 7.0 and it appeared to give no rewards at all. However, when I looked at my appearances tab, I now have the Bone Valley Mace available as a transmog choice. So it does provide that at least, even if it doesn't give the actual item.
