This is a breadcrumb quest, so if you already did the questline in the Seeker's outpost, you will miss out on 75 honorbound rep, which is not much, but it's still something.
This quest is not initially available from Shalo in Little Tortolla. Not sure what triggers it but I had just finished the quests in the Garden of the Loa as well as the mining quest Ritualistic Preparations which has Wavesinger De'zan bless an item for you. After I had the Wavesinger complete that for my character, this quest became available.

Description
Let me tell you, Zandalar is filled to the brim with ancient secrets. It's quite fascinating. We heard tales of a region, to the southeast, where ships were losing their way. Some even vanished! Raku, along with a team of particularly curious Seekers, has been exploring a cove near there for some time. Shipwrecks and mysteries, what isn't to like? We should have heard back by now. We tortollans may not be fast, but we are reliable. Will you check on them, and make sure they are well?
