I did Ember Court like 20 times with Hunt-Captin Koryan. Then it turned out I missed it somehow so I was able to just pick up the quest...

Hunt-Captin Koryan gives you the item when he is a good friend which starts this quest. The quest requires you to complete 5 world quests in Ardenweald (Usually there are always 5 WQs available at a time). and if you change covenant while on the quest it disappears.
you can get the quest again by talking to <Gormsmith Cavina but any previous progress will be lost.
