I think the snail training was supposed to be unlocked at renown 7, but was bugged so that you could do it immediately instead. Either that or it was changed later in development and the breadcrumb quest was just never removed.
If anyone else is confused like me, both Favor on the Side & Pay to Play need to be completed before you can start your snail dailies
