TheWoWDBIf Toddy Whiskers is not there to turn the quest in to, run over to the Innkeeper, log out, and then log back in; she should be there when you log back in. =)

Toddy was missing for me. I flew away from Dragonscale Basecamp and returned to find her in the tent.
You don't ever have to log out, you need to just zone out by flying out of the camp and zone back in by flying back, she will appears, this method works every time npc is not showing up.

Description
Welcome to basecamp, {name}. It took Toddy and me awhile to settle on the perfect site to establish camp, but I couldn't be happier with our selection. Easy access to ruins, proto-dragon breeding grounds, and of course the dragonflights. Why not take a few minutes to explore the camp and meet some of the suppliers helping to fuel the expedition?
